First time car insurance holders may be shocked to hear that in the north of England there has been a spate of juvenile car crime.
In Cumbria, a nine-year-old boy was caught drink driving. Police arrested him after carrying out a breathalyser test, but were unable to bring a charge for dangerous driving because he was under 18.
The law sees under 18-year-olds as unaccountable for their actions.
The lack of power police officers have over young offenders is a concern to many and road safety campaigners have demanded that a system be put in place to stem the number of car crimes committed by under-18s.
According to press reports, there have been over two thousand youths arrested in the north of England in the past two years in connection with vehicle crime.
Police records show that amongst the many detained over the years there have been seven 12-year-olds, four 11-year-olds and a ten-year-old. They were all arrested for car theft in Northumbria.
Other car crimes committed by young people, who were years away from being in the market for new driver car insurance, were aggravated vehicle taking, drink driving and, of course, underage driving.
A spokesperson for the road safety charity, Brake, stated, "It is incredibly concerning that young people are risking their own and other people's lives on the road.
"This must be addressed as a matter of urgency.
"Young people must be taught the dangers of getting behind the wheel without proper training."
The police in the area say that they are working hard to keep the roads safe. Hopefully in time, all young drivers on the roads will be individuals who have just bought first time car insurance and who have had all the driving lessons and tests necessary to be safe on UK highways.
